RURAL ALASKA COMMUNITY ACTION PROGRAM (RURALCAP). Records; 1965-1981. 100 cu. ft. Inventory.

The Alaska State Community Action Program (ASCAP) was incorporated in 1965 to administer funds made available by the Economic Opportunity Act of 1964. The organization sought to enhance local assessment of needs, government responsiveness, and to promote local initiative throughout Alaska (except Anchorage and Fairbanks). In 1968 ASCAP petitioned and received from the Federal Government independent status of the Alaska Governor's Office, and was reincorporated as RuralCAP later that year. RuralCAP promoted the organization of the nine non-profit regional native corporations and acted as a conduit for money encouraging local community programs. After 1974 the organization served primarily as an advocate for the needs of local boards. Many of its past programs became independent including the Community Enterprise Development Corporation, Alaska Legal Services, and others.

The papers in this collection consist primarily of administrative and operational records. They include board of directors' minutes of meetings, executive director's subject files, correspondence files, operational files, financial statements, grant records, and project files including records on bush justice, child development, Head Start, Vista, and others. In addition, the collection contains an extensive body of photographs and scrapbooks, as well as taped recordings of meetings. Besides containing information on the organization, the papers also include documentation of change in rural Alaska resulting not only from the Economic Opportunity Act of 1964, but also from the Alaska Native Claims Settlement Act.

A formal, on-going deposit agreement was negotiated between the organization and the archives in 1981. Additional materials will be added periodically.
