Biographical note:
Kay Brown was born in Fort Worth, Texas on December 19, 1950. She attended Baylor University and graduated with a B.A. degree. In 1976, Brown became an Alaskan resident. She is formally known as a manager of non-profit and government agencies, as an elected public official, author, and journalist. Brown served as a Legislative aide to former Senate Pres. John Rader (1977-1978). Thereafter, she became a policy analyst for the Legislative Research Agency (1978-1979). From 1979-1982 she was titled the Deputy Director of Minerals and Energy Management. She then became the Director of Oil and Gas, Department of Natural Resources (1982-1986). She was elected and served five terms (1986-1996) in the Alaska House of Representatives. Brown also co-chaired the Anchorage Caucus (1991-1992), chaired the Committee of Environment and Resource Management, the Western Leg. Conference (1991-1992). She was the Co-owner, editor and reporter for the Alaska Advocate, reporter for the Anchorage times and United Press International. She is a Co-author for the book Geographic Information Systems: A Guide to the Technology (published 1991). Brown currently acts as a Communications consultant working with candidates for public office, ballot measure groups, and non-profit and corporate clients. She specializes in developing and implementing communication and campaign strategies. She is the owner of Kay Brown Communications.

Collection description:
The collection contains papers and files relating to the public career of Kay Brown. Included are Bill files and personal correspondence from the 15th-19th Legislative sessions on which she served. Also included are series on Education Technology, Health and Social Services Issues, Family Leave Legislation, Constitutional Budget Reserve, Hazardous Waste, Ship Creek Files, House Finance Committee Fiscal Policy Subject Files, and miscellaneous general and in depth issues/reports.
